Sir,

I have the honour to transmit for his Excellency's consideration and approval the enclosed programme of the supply of Subsidiary coins for the current year, which has been drawn up by the Chief Manager of the Hongkong Bank and myself.

10th March 1904....

If approved, I am of opinion that you should telegraph for the 1st two shipments, that is to say, those due on the 4th and 18th June, and transmit the programme as early as possible thereafter for the remainder to be executed.
